Pedestrians are the second largest group of auto accident fatalities. There were 4,092 pedestrian fatalities in the United States in 2009 and 136 in Pennsylvania that year, accounting for 10.8% of all traffic deaths.  ftp://ftp.dot.state.pa.us/public/Bureaus/HighwaySafety/Web%20Development/Crash%20Facts%20Book/2009_CFB_linked.pdf

Most pedestrian crashes and fatalities occur when the pedestrians are crossing the street at an intersection, midblock crossing, or driveway entrance.

Alcohol is also a common factor in pedestrian accidents and was reported in 48% of the traffic crashes in 2009 that resulted in pedestrian deaths. http://www-nrd.nhtsa.dot.gov/Pubs/811394.pdf

Drivers must not only yield the right-of-way to pedestrians crossing streets in marked or unmarked crosswalks in most situations, but they should be especially careful at intersections where the failure to yield right-of-way often occurs.
